STATE OF SOMALIA FINALLY PULLS OUT
OF DJIBOUTI SPONSORED SOMALI CONFERENCE
EXCELLENCIES,
The Gouvernment
of PUNTLAND STATE OF SOMALIA informs Your Excellencies and the entire
international community of its irrevocable decision today to pull out
of the Djibouti sponsored Somali Conference.
This decision follows extensive consultations with the members of the
House of Representatives, Concil of Ministrers and traditional community
elders ; Who have returned from Arta Conference in Djibouti for face
finding Mission.
The Government
of PUNTLAND STATE OF SOMALIA
HAVING fully
and sincerely advised and warned the Djibouti authorities to respect
the democratic rights of the Somalis to send their respective genuine
representative delegates to Arta Conference without Djibouti manipulation,
CONVINCED that
the entire Arta Conference is a Djibouti show for a narrow political
and economic objectives,
AWARE that the
Government of Djibouti is dictating both the agenda and the outcome
of Arta Conference ;
AWARE
lists inside Djibouti from among its own friends and enticed tourists,
AWARE that the
Arta Conference intentionally failed to address the real issues of a
national reconciliation in a hasty fashion to produce a predetermined
outcome,
AWARE that Somalis
had not been given the chance to conduct national issues in a free environment
to sort out their differences without any outside interference or pressure,
AWARE that the
Government Djibouti has neither the resource nor the technical know-how
including the Mainland Somali culture and potical, social and economic
realities in our country ;
KNOWING that
the Government of Djibouti has been conducting the ill-fated Arta Conference
in secrecy and suspicious fashion, closing the door on the international
community ;
Has resolved
:
1. To pull out
of the Djibouti sponsored Arta Conference
2. To ignore and not recognize any outcome of Arta Conference
3. To inform the international community that PUNTLAND STATE OF SOMALI
has no any official delegates sent to Arta to represent Puntland State
communities and that any attempt by Djibouti authorities to hand-pick
persons to represent us will be considered an illegal act and hostile
provocation against Puntland State.
4. To appeal to international community not to recognize the would-be
result

L'Assemblée
Nationale de Transition qui doit émerge de la Conférence
d'Arta est appelée à se présenter sous la forme
d'une institution bicamérale composée d'une " chambre
de doyens " et d'une " chambre de représentants "
.
Le système
de gouvernance que les délégués somaliens doivent
choisir, présente deux options fondées sur un pouvoir
décentralisé. Le mécanisme de transition basé
soit sur " une autonomie régional " ou " une
structure fédérale ".
Le futur système
judiciaire se doit de prendre en compte " le rôle des tribunaux
islamiques qui opèrent actuellement dans le pays " . Quant
à la Charte " revue et corrigée " de la Somalie
renouvelée, " elle s'inspirera de la Constitution de 1960
tout en répondant aux exigences de la Période de Transition.

Sur le plan
sécuritaire, la Conférence d'Arta s'attellera au "
rétablissement d'une force de police " intégrant
" les milices, y compris celles appartenant aux tribunaux islamiques.
" Le rétablissement d'une administration civile figure
dans l'ordre du jour de la Conférence qui s'est dotée
de commissions spécialisées.
La charte
de transition, le processus de désarmement des miliciens et
leur intégration et réhabilitation dans la société,
le statut de Mogadiscio et la restitution des biens publics et privés
sont les principales questions auxquelles les commissions doivent
trouver rapidement des éléments de réponse.

Les délégués
de la Conférence pour la paix en Somalie ont exprimé
leur " soutien sans réserve au soulèvement populaire
survenu en plusieurs endroits de la Somalie à l'encontre des
tentatives despotiques et futiles de certaines autorités qui
dénient aux somaliens le droit de s'impliquer, de prendre part
et d'apporter leur appui à la réconciliation nationale
somalienne et au rétablissement d'une Autorité Nationale
de Transition initiés par l'audacieuse initiative de Djibouti
en faveur du Processus de Paix pour la Somalie. "

APPEAL
The
Traditional clan elders and delegates of the Somali Peace Process and
reconciliation Conference now convened at Arta in the Republic of Djibouti,
address themselves to both the local and international community, that
their conference is not designed to create any destability or turmoil
in Somali's peaceful regions, where peace and administration is operating.
This grand peace conference translating from the deep-seated
aspiration of the Somali people for peace and tranquillity, and who
are exhausted by the civil war engulfing them for the last ten years,
cannot contribute to the destablisation of any peaceful area. As it
is, genuine traditinal Somali elders never initiate hostilities, and
congratulate any Somali community that bring peace to their area. Moreover,
is started at the bottom, and that neighbouring communities resolve
their problems by non-violent methods.
The principal objective of the present conference is the realisation
and consolidation
of existing peace, which necessitates the establishment of a united
Government, whith regional structures. Taking as our point of departure,
the painful experiences inherited from the excessive centralisation
of past Somali administrative structures, it will never again happen
that the people's will and demands are ignored. That is why this peace
conference is based on the widest consultations with the people, and
has taken a long time in organising.
Over and above
this, the historic Arta/Somali Peace and Reconciliation Conference is
open to everyone who can contribute to resolving Somalia's complicated
problems, and is ready to serve our peolpe's just causes. The doors
are wide open to any one who has ideas, to offer in enriching the present
process of peace and reconciliation.
The ongoing peace reconciliation conference is intended to serve the
vital needs of
Somalia's vunerable groups, consisting of women, children, the elderly,
etc who are reduced to refugee status outside, or internally, fall in
the category of displaced people. It is our national, humane and religious
task to be pained by the harsh realities to which our people's lives
are reduced by the long civil war.
To bring a speedy
end to Somali's problems and suffering, we appeal to our people, and
the international community that time has come to create a united Government
ready in carrying out its heavy responsibilities toward its Somali people.
On this basis, we appeal to anyone
with human and moral conscience to play its active part in bringing
a speedy end to the dark nights of our tragedy.
And hopefully
Almighty God would assist us in successfully overcoming our problems.

Cet
appel du coprésident de la Conférence somalienne d'Arta
est d'une importance capitale.
La LDDH souhaite vivement que toutes les propagandes et /ou tentatives
de soulèvement voir même de déstabilisation cessent
le plus rapidement possible.
La
LDDH souhaiterait qu'une attention particulière soit accordé
aux zones ou la paix et la sécurité sont réelles,
tels que le Somaliland et le Puntland et demande une mobilisation internationale
pour que ces zones de paix bénéficient d'un plan Marshall
à l'échelon des ONG afin qu'ils puissent accéder
à la restructuration de toutes les infractures de constructions
et mieux se consacrer à leur développement et servir d'exemple
aux zones encore en guerre.
